Tiffany Panter and Matthew Hall met while working together in a commercial contemporary gallery in the West End of London. In 2000 they decided to branch out and open their own fine art gallery, taking a lease on a small Georgian building in Shepherd Market, in the heart of Mayfair. In 2006 they added the St James’s gallery Oakham Contemporary to the business, trading from both premises for five years. In 2011 they had outgrown the Shepherd Market gallery and consolidated both galleries into the Bury Street site, branding it solely as Panter & Hall. In 2013 at the end of their lease at 27 Bury Street, Panter & Hall moved to their current grand gallery 21-22 Pall Mall, London. They have another gallery at Panter & Hall (Decorative) at 22-24 Cecil Court.
